Hard to say. It could be a very unusual 'struck through cloth' error, like the one on eBay in my picture.
Get an accurate weight (from a jeweler). Genuine wheat cents weigh 3.11 grams. If your coin weighs less than that, it is not a 'struck through cloth' error. Instead, it has been mutilated after it left the mint by any number of processes.
'Struck through' coins are valuable. Coins with post-mint damage are worth zero.
